-2- <br /> Tunnel to Wash Plant Conveyor System Adequacy Review Comments <br /> 1 . Mid-Continent must submit a more detailed reclamation cost estimate. <br /> This cost estimate must be broken down by structure, such as removal of <br /> conveyor from tunnel to transfer, regrading of conveyor pad between stations <br /> 8+00 and 10+00, and other major reclamation tasks. Material volumes including <br /> earthwork, topsoil , concrete, steel, etc. must be given. <br /> 2. In the original submission, Mid-Continent planned to temporarily use the <br /> topsoil from the conveyor corridor to establish vegetation on the cut and fill <br /> slopes. In the revised submission, there is no mention of this activity. <br /> Based on the results of the soil survey, the Division does not feel that the <br /> original proposal will be necessary. This would involve some loss of topsoil <br /> during the additional handling involved with removing the topsoil prior to <br /> final reclamation. Mid-Continent must state where the topsoil will be <br /> otherwise stockpiled and show the quantity of topsoil to be placed in each <br /> stockpile. <br /> 3. Mid-Continent has made no provisions for storage or disposal of the <br /> 64,000 cubic yards of underground development waste generated by construction <br /> of the bins and conveyor tunnel. If Mid-Continent proposes to dispose of this <br /> waste at the rock tunnel disposal area, the disposal designs will have to be <br /> changed appropriately. If another disposal area is planned, this area must be <br /> described and the appropriate geotechnical information must be submitted. <br /> 4. The reclamation plan must be updated to include a map showing pre-mining <br /> and post-mining contours plus appropriate cross-sections. In addition, plans <br /> for sealing the bins and conveyor tunnel must be submitted. <br /> 5. Sheet 3 of 7 of the Geo-Hydro report shows an alternative coal storage <br /> area at the location of the present lay-down area plus another conveyor <br /> tunnel . These structures have not been addressed in the application. <br /> 6. This project involves adding several emission sources such as the <br /> conveyor and transfers and the additional coal stockpile. No mention was made <br /> in the application concerning emissions permits for these sources. <br /> Mid-Continent must submit copies of the emissions permit applications. <br /> 7. Although no mention was made of sediment control for the face-up area at <br /> the conveyor tunnel in this revision application, in a previous minor revision <br /> application it was requested that the present prep plant slurry pond be used <br /> for sediment control for this area. This would appear to be the prudent <br /> course of action. However, Mid-Continent must submit designs and supporting <br /> calculations to show what portion of the pond will be used for sediment <br /> control and what portion will be used for slurry storage. The Division will <br /> require Mid-Continent to mark the maximum slurry and maximum sediment levels <br /> in several places. At no time would Mid-Continent be allowed to exceed the <br /> maximum slurry level . <br /> Since this impoundment will be converted to a sediment pond, appropriate <br /> designs for an emergency spillway and principal spillway must be submitted. <br />
