RE: Permit Revision - New Refuse Pile - File NO. C-017-81
Dear Mr. Bowman:
Upon reviewing your permit revision for a new refuse pile, dated February 20,
1984. The staff had determined that it is incomplete under the Colorado
Surface Coal Mining Reclamation Act, C.R.S. 34-33-101 et seg.
The following items must be submitted in order for the application to be
deemed complete for the purposes of filing.
1 . Rule 2.03.7 concerning relationship to areas designated unsuitable for
mining must be addressed.
2. Rule 2.03.10 concerning other licenses and permits must be addressed. In
particular, copies of NPOES, air quality, and MSHA permit applications must be
submitted.
3. The location of the public office for filing this revision must be given
4. A copy of the proposed Public Notice must be submitted
5. The appropriate requirements of Rules 2.04.5, 2.04.6, and 2.04.7 must be
addressed. At a minimum, this must include a description and map, prepared in
accordance with Rule 2.10, of the geology, surface and ground water system,
including water quantity and quality, of all lands within the proposed permit
area. The map must show the location of all surface and groundwater
monitoring stations .
The description of the ground water hydrology must include:
A. The depth below the surface and horizontal extent of the water table
of the alluvial aquifer within the permit area;
