C-017-81 <br /> Dear Mr. Bowman: <br /> Upon reviewing your permit revision for a new refuse pile, dated February 20, <br /> 1984. The staff had determined that it is incomplete under the Colorado <br /> Surface Coal Mining Reclamation Act, C.R.S. 34-33-101 et seg. <br /> The following items must be submitted in order for the application to be <br /> deemed complete for the purposes of filing. <br /> 1 . Rule 2.03.7 concerning relationship to areas designated unsuitable for <br /> mining must be addressed. <br /> 2. Rule 2.03.10 concerning other licenses and permits must be addressed. In <br /> particular, copies of NPOES, air quality, and MSHA permit applications must be <br /> submitted. <br /> 3. The location of the public office for filing this revision must be given <br /> 4. A copy of the proposed Public Notice must be submitted <br /> 5. The appropriate requirements of Rules 2.04.5, 2.04.6, and 2.04.7 must be <br /> addressed. At a minimum, this must include a description and map, prepared in <br /> accordance with Rule 2.10, of the geology, surface and ground water system, <br /> including water quantity and quality, of all lands within the proposed permit <br /> area. The map must show the location of all surface and groundwater <br /> monitoring stations . <br /> The description of the ground water hydrology must include: <br /> A.
