" The additional culverts, of course, would not have <br /> been installed prior to approval of the plan, and the map II-B-App. <br /> 7 Att. 2 indicates these as "proposed culverts. " <br /> Because of the actual on-the-ground conditions, we believe that the <br /> design should be changed, rather than the culverts installed. <br /> Revised pages to the Haul Road design, indicating that these <br /> culverts have not been installed, have been prepared; a notation <br /> has been added to Map II-B- App. 7-Att. 2 indicating that the <br /> "proposed" culverts have not been installed, and indicating the <br /> date of this revision. These are included as Attachment 1 . <br /> Culvert C-1N <br /> The material of the road in which culvert C-1N would have to be <br /> installed is shale bedrock. To install a culvert at this location <br /> would require blasting out rock from the road itself, which in and <br /> of itself would create further sediment. The flow of water from <br /> the culvert would then empty out on a steep slope of soft and <br /> erosive shale soils. While the design does call for placement of <br /> rip rap beneath the culvert, the concentrated flow down a steep <br /> slope of soft shale would likely prove erosive, and contribute <br /> sediment, rather than diminish or control it. <br /> Culvert C-2N <br /> Map II-B App. 7 Att. 2 proposes to "construct conveyance ditch <br /> between culverts" C-7 [24" culvert at Station 139+20] and C-2N [18" <br /> culvert at station 136+00] . Lew Thompson, Mid-Continent's <br /> environmental coordinator, investigated the site, investigated the <br /> site proposed for the proposed culvert and ditch, and finds that <br /> the road at this point is cut into bedrock, making excavation of a <br /> ditch, and the installation of a culvert, infeasible as it would <br /> require extensive blasting of the road. <br /> At this site as well , we are concerned that installation of another <br /> culvert would tend to create erosion downslope due to soft soil and <br /> steep slope. <br /> Yours truly, <br /> Diane Delaney. <br /> Mid-Continent Resources -� <br /> Mid-Continent Resources TR-22 <br /> 10/91 <br />
