Revise Road Drainage Plan - Haul Road No. 4 <br /> Dear Mr. Mathews: <br /> Culverts C-1N and C-2N, indicated as having been "proposed" on Map <br /> II-B-App. 7 Att. 2 , have not been installed since the approval of <br /> the design for Haul Road C. On investigation of the sites selected <br /> for these culverts, we find them to be unsuitable. Further, as far <br /> as improving the sediment control for the road, we believe that <br /> installation of these culverts would be counterproductive. <br /> For these reasons, Mid-Continent requests to amend the design <br /> plan for Road C to indicate that these culverts have not been <br /> installed as they were deemed infeasible after on-the-ground <br /> review. Mid-Continent requests approval of Technical Revision 22 <br /> for this purpose. <br /> The original plan approved in 1980 was for drainage control of the <br /> haul road system. However, since that time Mine No. 4 has been <br /> idle due to diminished demand for coal, and Road C has been <br /> designated a light use road to reflect the current usage. <br /> The haul road study, found in Vol. 3 , App. II-B-7 Att. 2, page 13 , <br /> notes that "additional culverts have not been placed [on Road C] <br /> due to steep terrain, poorly vegetated slopes and minor tributary <br /> drainages upstream. " <br /> It says that two additional culverts were installed, the first at <br /> station 78+80 [designated Culvert C-1N] "which discharges into a <br /> large ravine" and the second at station 136+00 [designated Culvert <br /> Mid-Continent Resources TR-22 <br /> 10/91 <br />
