I am concerned that the schedule as outlined
will not allow for completion of the project. As we have
previously discussed, good fall construction weather at Coal Basin
is sporadic at best. This year the weather appears to be
deteriorating more quickly than usual . I believe that the only way
the project will be completed in 1997 is to compress the schedule
and to simultaneously complete as many tasks as possible.
My specific concerns are as follows:
Seed Collection. The schedule calls for seed collection to begin
September 14, 1997. iIt has been my understanding from our
conversation of September 3 , 1997 and from a previous conversation
with your consultant Dave Buckner, that seed collection should
start during the week of September 8, 1997. As was stated at the
pre-bid meeting, I can show the contractor likely collection areas,
however it is the contractors responsibility to assure that seed is
collected when it is ripe. There should be some provision made to
assure that seed is monitored and collected when it is ready. If
for some reason the seed is not collected, the project as a whole
is not a viable one.
Imprinting. Due to weather delays which are typical in September,
imprinting should begin immediately upon arrival of the dozer and
any ancillary equipmenty but by no later than September 12, 1997.
Should imprinting begin any later, it is my opinion that the job
will not be completed in 1997, due to the potential for early fall
snows rendering the site inaccessible. If it appears likely that
seeding and mulching will not occur due to weather conditions,
imprinting will need to 'be suspended as well.
Soil Preparation. Soil preparation will be accomplished by virtue
of using the imprinter. Soil preparation is not required on the
