COLORADO DEPARTMENT OF HEALTH Water Quality Control Division <br /> - Amendment No. 2 Rationale - Page 3. Permit Number CO-0000396 <br /> IV. PURPOSE OF AMENDMENT: (Continued) <br /> and b) to provide fora discharge of the treated mine water (from the <br /> WWT2) through discharge, point 020, rather than through outfall 028. <br /> However, outfall 028 is being retained as a possible future discharge <br /> from the wastewater treatment plant. Presently, the pipe for outfall <br /> 028 is not connected to the WWTP. Thus, the limitations and monitoring <br /> for 020 are being changed to be in accordance with what is specified for <br /> the mine water and/or WWTP discharges at this facility, which now <br /> includes outfalls 004 (or 016, or 026, whichever is discharging from <br /> Mine No. 1), 019, 020, and 028. However, these revised limitations and <br /> monitoring requirements for outfall 020 will become effective at a later <br /> time when the WWTP has 'become operational. <br /> V. DISCUSSION OF AMENDMENT: <br /> The permittee requested this amendment in a letter dated October 19, <br /> 1990, with later revised submittals dated October 30, 1990 and December <br /> 6, 1990. <br /> Wastewater Treatment Plant Revisions: In Amendment No. 1, additional <br /> treatment facilities were indicated for treatment of mine drainage <br /> water, and discharge of this treated water was to Coal Creek through a <br /> new outfall, identified as discharge point 028. However, due to <br /> non-performance by the supplier, the wastewater treatment plant (WWTP) <br /> described in the application for Amendment No. 1 was never delivered. <br /> For this amendment (Amendment No. 2) , Mid-Continent Resources, Inc. will <br /> proceed with plans to install a new WWTP, but with a different treatment <br /> plant than was proposed in the Amendment No. 1 application. <br /> Previous/Present Mine Water Treatment System during Times of Active <br /> Production and Operation: Mine drainage flows out of the tunnel adit <br /> from Mine No. 1 through the existing "white pipe." The "white pipe" <br /> conveys flow from the underground workings to the surface through the <br /> rock tunnel. Mine water is flocculated with MRL 100 on leaving the <br /> tunnel. The "white pipe" extends under the haul road, and terminates in <br /> a ditch which extends beside the permanent tunnel fill pile. Mine water <br /> flows down the ditch to the three-pond series of outfall 016 for <br /> settling prior to discharge to Dutch Creek. Mid-Continent proposes to <br /> continue using the 016, ponds in conjunction with the WWTP system. A <br /> valve box, situated in the tunnel portal yard, will allow routing of <br /> flows to the ponds, the WWTP, or both. It is anticip=.ted that the ponds <br /> will be used during periods of high flow, during plant maintenance, <br /> periods when the plant is idle, or in the event of malfunction in the <br /> plant system. <br /> Present Production Status: It should also be noted that since the time <br /> following the application request for Amendment No. 2, this mine has not <br /> been in production, and operations and staffing have been reduced. <br /> Thus, according to the permittee, in the present idle production state, <br /> the water is very clean, and the proposed WWTP will probably not be <br />
