Discharge Points See pages 2-4 of the renewal rationale (dated <br /> and Flows: (Cont.) December 1, 1988) and the rationale for <br /> Amendment No. 1 (dated November 21, 1989) for a <br /> more detailed discussion of all the discharge <br /> points and their flows. <br /> III. RECEIVING STREAM: <br /> A. Identification, Classification, and Standards <br /> 1. Identification: The discharges go to the following surface <br /> waters: Bear Creek (001); Coal Creek (003, 017, 020, 021, 027, <br /> 028); South Fork of Dutch Creek (002, 013, 018, 019); North Fork <br /> of Dutch Creek (004, 015, 022, 023); Dutch Creek (006, 008, 009, <br /> 010, 016, 025, 026); and Oil Well Creek (005, 014). All of <br /> these creeks are tributaries to the Crystal River, Roaring Fork <br /> River sub-basin, Upper Colorado River Basin. All the creeks <br /> associated with the discharge points are in segment 9, which <br /> includes the mainstem and tributaries of Coal Creek. The next <br /> downstream segment is segment 8, which includes the mainstem and <br /> tributaries of the Crystal River. <br /> 2. Classification: Segment 9 is classified for the following <br /> uses: Recreation, Class 2; Aquatic Life, Class 1 (Cold, Goal); <br /> Water Supply; Agriculture. Segment 8 is classified for the <br /> following uses: Recreation, Class 1; Aquatic Life, Class 1 <br /> (Cold); Water Supply; Agriculture. <br /> 3. Numeric Standards: The standards which have been assigned in <br /> accordance with the above classifications can be found in 3.3.0 <br /> Classifications and Numeric Standards for the Upper Colorado <br /> River Basin (5 CCR 1002-8) . For a further discussion of the <br /> water quality standards, see Appendix A of the renewal rationale <br /> (dated December 1, 1988) for this facility. <br /> B. Receiving Water Data <br /> 1. Stream Low Flows: Same as in the renewal rationale (dated <br /> December 1, 1988), which are as follows: <br /> For Coal Creek and its tributaries: <br /> Acute UE3) low flow = 0.0 cfs <br /> Chronic (30 E3) low flow = 0.0 cfs <br /> IV. PURPOSE OF AMENDMENT: <br /> The purpose of this amendment (Amendment No. 2) is a) to provide an <br /> update for an amended design for the wastewater treatment plant, which <br /> revises the design for the WWTP that was indicated in Amendment No. 1 <br />
