Savage __X, k� <br /> DATE: May 11, 1982 <br /> RE: BASELINE VEGETATION INVENTORY FOR PROPOSED COAL CANYON PROJECT <br /> (MID-CONTINENT RESOURCES) <br /> I have reviewed the baseline vegetation inventory prepared by Western Resources <br /> Development for the proposed Coal Canyon project and have the following comments. <br /> 1. The format of the baseline study and the amount and type of information <br /> presented was very good. The information presented meets the requirements <br /> of 2.04.10 of the Rules and Regulations. <br /> 2. in the discussion of sample adequacy calculation WRD has presented the <br /> following formula: <br /> 2 S2 t 2 <br /> min (dd <br /> and defined t as a one-,tail <br /> statistic. <br /> The Division has always requ'red that t be treated as a two-tailed statistic. <br /> The consequence of using ones-tailed values for t is that under sampling (i.e., <br /> an insufficient number of samples are taken) occurs. <br /> In this case, WRD has inadve tently compenstated by utilizing the Wyoming DEQ <br /> sample adequacy formula whicl, incorporates a multiplier two (2) into the <br /> numerator. This fact double the number of samples taken, and in this instance <br /> compensated for the use of the one-tailed t value. <br /> All sampling conducted was determined to be adequate. Parameters were sampled <br /> to greater than 80% confidence in all instances. <br /> 3. The study states that 143, acres of surface disturbance will occur. This <br /> amount of disturbance is much greater than indicated in the meeting of <br /> May 26, 1981. <br />
