Matthews : <br /> Mid-Continent ' s approved permit requires the performance of <br /> an annual visual subsidence inspection of the area above the <br /> C Ll Basin Mines which could potentially be affected by <br /> ground subsidence (Chapter IV, page 36 ) . <br /> On September 10 , 1991 , I requested by letter that this <br /> requirement be suspended for 1991 , because of minimal <br /> production since the 1990 inspection and a lack of personnel <br /> available to clear the access road to the area of concern <br /> ( it should be noted that this area is approximately 1 . 5 <br /> miles from this access road, at elevations of 11 , 400 to over <br /> 11 , 800 feet ) . i was advised several days later by Diane <br /> Pelaney that you had verbally denied this request. <br /> Accordingly the road was cleared from the Bear Creek Mine <br /> over Huntsman Ridge to the first significant drainage on the <br /> south side ( headwaters of Roberts Creek) during the week of <br /> September 30 . <br /> During the subsidence survey performed in 1988 , two cranks <br /> were noted on Huntsman Ridge between the south fork of Coal <br /> Creek on the east and Rock and South Twin Creeks on the <br /> west . Mid-Continent submitted a report concerning these <br /> features in a letter dated October 25 , 1988 . <br /> On September 26 , 1981) , and on August 29 , 1990 , the area in <br /> which the surface cracks had previously been noted was <br /> examined as required A few additional minor cracks were <br /> observed in the soil cover of the large meadow that extends <br />
