These trees will be planted by
citizen volunteers at the Coal Basin Mine on August 23 and 24,
1997. Due to many factors, this is an inflexible date.
The Coal Basin Mine operating permit has been revoked and the
reclamation bond forfeited. As required by law, the Division of
Minerals and Geology is accomplishing reclamation of the mine site.
Tree planting is an intiagral part of the reclamation process.
I have talked to numerous tree suppliers throughout the western
United states in an att0mpt to locate a sufficient number of trees
for a reasonable price.' Colorado State Forest Service was one of
the few distributors wh could supply the number of trees needed.
Colorado State Forest iervice is able to provide the trees at a
cost well below that of; any other supplier.
i
Because the Colorado Sttte Forest Service is another agency within
Colorado State government, I had assumed that the funds would be
transferred from Miners s and Geology to state Forest Service. I
did not realize that aI,COFRS encumbrance needed to be entered in
order to accomplish this. In the future I will ensure that a( COFRS
encumbrance is made.
Please establish the appropriate COFRs encumbrance so that the
trees can be purchased And delivered as scheduled.
CC: Michae
l Long
David Bucknam
Yvonne Brannon
Maggie VanCleef
C:\wp51\midc\bids\cofrs,
s
