Compliance With Mine Plan N - Support Facilities Not On -site <br />R - Other N - Special Categories Of Mining <br />N - Processing Waste N - Topsoil <br />COMNWNTS <br />JRS <br />This was a complete inspection of the Sunlight Mine conducted by Jim Stark of the Colorado Division of <br />Reclamation, Mining and Safety. This was also an OSM special focus inspection dealing with off -site impacts at <br />revoked mine sites. Christine Belka with the Office of Surface Mining accompanied me on the inspection. The <br />Sunlight Mine is a revoked site and the reclamation was completed by the Division in the late 1990's and early <br />2000's. There are no bond monies remaining at the site. The weather was warm and sunny and the ground was <br />dry. <br />BACKFILL and GRADING — Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br />4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />- The backfilled and regraded upper portal area remains stable, with no signs of any erosional problems. <br />- The reclaimed lower portal area was stable at the time of the inspection. There is a small amount of erosion off <br />of the "bare" slope above the sealed portal but it is not causing any problems at this time. The lower portal area is <br />still collapsed. Please see "Slides and Other Damage" for more information. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />- The upper portal area was well vegetated and stable at the time of the inspection and no erosional problems were <br />noted. The outslope of the reclaimed area is very steep but it has good cover. The upper bench area was also well <br />vegetated. Runoff from above the reclaimed area is caught by an upland diversion ditch that moves the water to <br />the south (basically) to the beginning of the old access road. The water is then diverted into the roadside ditch <br />along Garfield County Road 117. Surface water from the reclaimed upper bench run down to a berm <br />(approximately 12 inches high), which keeps the water from flowing over the outslope. This water flows into the <br />undisturbed area and into the roadside ditch along CR 117. There was no sediment along the berm or going into <br />the undisturbed area. Surface water from the outslope area flows directly into the roadside ditch along CR 117. <br />As stated above, there is no erosion on the outslope and, consequently, there is no sediment in the CR 117 ditch. <br />Based on the site inspection, there were no off -site impacts observed at the upper portal area as a result of the <br />reclamation. <br />Number of Partial Inspection this Fiscal Year: 0 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 2 of 8 <br />
