I would add that Buckner needs to <br /> be willing and able to give an expert opinion on each of the items <br /> you raised including likelihood of success of the veg, whether he <br /> considers it experimental, why vegetation is necessary on the <br /> slopes, etc . He also needs to anticipate any downfalls in DMG' s <br /> plan and anticipate MCR' s attack on the plan. In addition, we may <br /> want him to look at and opine on whether the disturbance of <br /> already reclaimed roads was necessary and\or was a minimal <br /> disturbance at best . <br /> Along these lines, Dan Mathews should put together a memo <br /> setting forth why steep slope vegetation is required by the <br /> reclamation plan. You had mentioned that Dan had gone through <br /> the permit file and in his mind there is no doubt that this vegetation <br /> is required. Dan needs to provide us with the documentation to <br /> support his conclusion. <br />
