This question remains outstanding as is repeated. For those soil samples that show <br />deficiencies in nutrients or other constituents, please demonstrate that fertilization was <br />completed in each specific area in accordance with the approved plan. <br />June 6, 2012 <br />7. DRMS - <br />a. Some confusion may have been caused by the statement on approved permit text page <br />2.05 -56 stating that "soil sampling results will be submitted each year in the Annual <br />Reclamation Report. Please modify the text on page 2.05 -56 to remove this statement. <br />NECC - The 2005 Annual Reclamation Report states that during the second quarter of 2005, <br />fertilizer was applied with a broadcast spreader to areas N -1, C -1, and C -2. Soil analyses <br />indicated application of 30 -30 -0 (N P K) as most appropriate. This was not available <br />commercially and a 20 -20 -10 blend was applied. Due to dry conditions a fall application was <br />not applied. <br />The 2006 Annual Reclamation Report states that a total of 38.5 acres were seeded in 2006 of <br />which 9.8 acres were hydroseeded and 28.7 acres were broadcast seeded. Hydroseeding <br />included mulch, fertilizer and soil enhancers humate and Mycorrhizae. Hydroseeding was <br />applied mainly to steeper slopes that also had deficient soil material. <br />The 2009 Annual Reclamation Report states that in late spring of 2009, fertilizer was <br />broadcast spread over areas that did not received an application of soil enhancement in <br />conjunction with the application of hydroseeding and mulching. <br />c. Revegetation success of the reclaimed areas is required to be monitored as described on <br />pages 2.05 -70 and 71 of the approved permit application. Monitoring is required in years 3, 5, <br />and 7 following reseeding. Assuming fall seeding for all parcels, two vegetation sampling <br />episodes should have been completed on 27.4 acres, one sampling episode should have been <br />completed on 52.4 acres, and 35.9 acres should be scheduled to be sampled this growing <br />season (2009). Please submit all vegetation monitoring data not previously submitted to the <br />Division to demonstrate compliance with the approved revegetation plan. This question <br />remains outstanding as is repeated. The 2008 <br />Annual Reclamation Report indicates visual monitoring has been performed. The report <br />states plant growth was sparse in the two areas located on the upper extent of Fill 7 and <br />interseeding was performed. <br />
