Porcupine Creeks , on a 160-acre tract of land owned by Mid- <br /> Continent . For access to the center , the main road would be <br /> extended two miles , probably along the original railroad <br /> grade . <br /> The center will be used for both winter cross- <br /> country activity , and for summer recreational and educat- <br /> ional purposes . <br /> 2 . Summer Use <br /> The area around Coal Basin is popular for summer <br /> recreational use . The valley along the Crystal River , into <br /> which Coal Creek drains some four miles below th-e preparation <br /> plant area , is described in the U . S . Forest Service Land <br /> Use Plan as an area of "numerous unique visual characteristics" <br /> with "spectacular mountains as a backdrop . " <br /> According to the Thompson Creek Land Use Plan: <br /> "Developed recreation is concentrated along the Crystal <br /> River drainage adjacent to State Highway 133 . Campground <br /> facilities located at Avalanche , Janeway, and Redstone <br /> Campgrounds currently provide for 16 , 900 recreation <br /> visitor days use (R.V.D . ) . All sites are being used <br /> above the designed capacity and showing signs of site <br /> deterioration. Expansion of these sites could provide <br /> capacity for approximately 30 , 000 R.V .D . <br /> "All quality recreational sites along the Crystal River <br /> have been developed , and land ownership adjustments <br /> will be necessary if the Forest Service is to meet this <br /> need . This activity as well as dispersed recreation is <br /> concentrated along the Crystal River because of the <br /> scenic quality and existing transportation facilities . " <br /> Further : <br /> "The retention of these visual characteristics is of <br /> great importance to the people who seek the scenic <br /> -31- <br />
