Forest <br /> Service planning manual for ski area development : <br /> "Skiers returning to the base at the end of <br /> the day, or for lunch, may create congestion problems . <br /> "Too many skiers using a few trails not only causes <br /> congestion, but frequently wears out the snow. <br /> "Multiple base areas may be required in order to <br /> minimize congestion. . . Secondary base areas should be <br /> recognized early in the planning stage.
