FINDING OF NO SIGNIFICANT IMPACT <br /> MID-CONTINENT RESOURCES, INC. 's <br /> COAL BASIN MINES <br /> The technical analysis prepared by Colorado Mined Land Reclamation Division <br /> (MLRD) and the environmental assessment (EA) prepared by the Office of Surface <br /> Mining Reclamation and Enforcement (OSMRE) preceding this "Finding of No <br /> Significant Impact" identify certain environmental impacts that would result <br /> from the Federal approval of the mining plan modification for Mid-Continent <br /> Resources's Coal Basin mines. The permit application package, submitted to <br /> the State under its approved State program, proposes a total permit area of <br /> 11,340 acres, 7,220 acres of which were previously permitted, and 4,125 acres <br /> not previously permitted, 2,880 of which are Federal coal lands. The permit <br /> area encompasses portions of Federal leases C-0125457, C-011646, C-09004, <br /> C-09005, C-0115606, C-0125456, C-030345, and C-012640. <br /> The regional impacts of coal mining in West-Central Colorado are addressed in <br /> the U.S. Geological Survey's West-Central Colorado Coal environmental impact <br /> statement (EIS), 1979. Site-specific impacts of the existing operations under <br /> the original mining plan approval were discussed in the following document: <br /> Environmental Assessment, Mid-Continent Resources' Coal Basin Mines, OSMRE, <br /> June 1983. Site-specific impacts of the modification to the mining plan are <br /> addressed in the supplemental environmental assessment included with this <br /> document. <br /> The State determined that impacts to the Carbondale area would result from <br /> mining at the Coal Basin mines. However, OSMRE finds that impacts would not <br /> be significant. <br /> Based upon the evaluation of impacts given in the technical analysis and <br /> environmental assessment, I find that no significant impacts to the quality of <br /> the human environment would result from the proposed operations.
