(h) Incidental Products: The only conceivable incidental material that may be produced from <br />the topsoil removal would be a minor amount of cobbles or boulders obtained via screening of <br />topsoil. The anticipated amount of cobble produced is much less than 1% of the topsoil <br />removed. Any incidental cobble material produced would likely be sold for landscaping <br />purposes. <br />(i) Use of Explosives & Geotechnical Stability: No explosives will be used at any time during <br />the topsoil removal. Notwithstanding, the property and immediate area surrounding is relatively <br />flat and geotechnically stable - no geologic hazards (e.g. landslide areas, faults, floodways, etc.) <br />are present. The geotechnical impact of the proposed activity will differ only slightly relative to <br />the historic agricultural activity which included ditch construction, re- grading, and deep plowing. <br />6.4.5 EXHIBIT E - Reclamation Plan <br />7 <br />The overarching goal of the reclamation plan is to as quickly as possible return the agricultural <br />use of the property after mining. Reclamation of the property will be undertaken over the course <br />of the mining operation on a phased basis, where each exhausted mining unit will be re- planted <br />as the next mining unit is being operated. In general, all areas under the pivot sprinkler will be <br />returned to crops (e.g. hay) and affected areas outside of the sprinkler will be reseeded with a <br />drought - resistant dry-land grass. Re- seeding of crops will occur in the spring after last frost, and <br />re- seeding of dry-land will be in the early fall relying on seasonal moisture. The short slopes <br />located around the perimeter of the excavation and near the pivot center will be graded to a slope <br />no steeper than 3:1/H:V to allow for access of farm machinery as well as unrestricted movement <br />of the sprinkler. <br />(a) Reclamation Types: The preferred reclamation method consists of: re- grading side slopes <br />(no steeper than 3:1 /H: V) around the perimeter of the excavation and near the pivot - sprinkler <br />center; replanting all affected land in agricultural crops or dry-land grass. Re- grading and <br />replanting will be accomplished with typical farm machinery, and re- planting will be assisted by <br />sprinkler irrigation. <br />(b) Post - mining Land Use Compatibility: The land affected by topsoil removal from the <br />property will be returned to agricultural production on a semi - continual (phased) basis. Each <br />affected phasing unit will be re- planted as the next phasing unit is being mined. Thus, there will <br />never be more than two phasing unit affected by mining or reclamation activities at any given <br />time. When mining is completed the whole affected property will be returned to agricultural <br />production which is compatible with the adjacent agricultural and open lands (see Aerial Image). <br />(c) Reclamation Plan Compliance with Section 3.1: The aforementioned reclamation methods <br />meet all of the requirements of section 3.1, including: <br />• compatible land re -use (3.1.1); <br />• substituted reclaimed land — none (3.1.2); <br />• time limit for reclamation less than 5 years (3.1.3); <br />• public use — none (3.1.4); <br />
