Diversion Pipe Flow Data - Cont 'd <br /> SGC will submit flow measurements taken during construction of <br /> the forms (working days only) with the notification of pour <br /> date for evaluation by the Division and will measure f lows for <br /> 3 days following the pour for submittal with the construction <br /> performance certifications. Independent confirmation will be <br /> available to the Division during site inspection prior to the <br /> concrete pour . <br /> 10. Water Rights Issues <br /> According to the Office of the State Engineer , there are no <br /> water rights issues of concern related to installation of the <br /> bulkheads . A copy of an internal memorandum by the District <br /> Water Commissioner on this issue is attached . <br /> 11. Ultimate Life of the Bulkneads <br /> This issue was addressed in the June 4, 1993 submittal for <br /> approval to construct the Brenneman bulkheads and in Mr. <br /> Abel ' s report attached to that submittal . In summary, it <br /> would appear that based on experience with bulkheads of lower <br /> quality concrete, a life of over 50 years could be expected. <br /> Based on higher quality concrete specifications and design <br /> conservatism, a functional life expectancy exceeding 100 years <br /> is probably not unreasonable. <br /> Mr . Abel discussed the expected mode of bulkhead deterioration <br /> would be from the air side of the bulkhead . Under full design <br /> head, the Terry Tunnel bulkhead could function as a plain <br /> concrete bulkhead with a reduction in length from 8 feet to <br /> 6. 5 feet and the American Tunnel could function similarly with <br /> a reduction from 25 feet to 12 feet. The anticipated head, <br /> based on the probable pool equilibrium level of 11 , 500 feet, <br /> on the Terry Tunnel bulkhead is approximately 30 feet verses <br /> 650 feet design. The American Tunnel anticipated head is <br /> approximately 840 feet verses 1550 feet design. If the <br /> anticipated equilibrium water level estimate is accurate, then <br /> even further length reductions could be allowed without danger <br /> of a structural failure (ie bulkhead length required is <br /> proportional to head , subject to a minimum of 3 feet) . With <br /> the additional length provided by this design conservatism, <br /> an even longer functional life of the bulkheads should be <br /> achieved. <br />
