PUBLIC NOTICE
<br />Seneca Coal Company, 37796 Routt County Road 53, P.O. Box 670, Hayden, Colorado 81639, has requested
<br />release of Phase I bond liability on 171.6 acres of its reclaimed lands at the Yoast Mine (CDMG Permit No. C-
<br />94 -082, approved August 5, 1995).
<br />The Yoast Mine is located approximately 8.5 miles southeast of the Town of Hayden, Colorado off of Routt
<br />County Road 27. The specific area to which this bond release request applies is included within the Permit
<br />Area located as follows:

<br />Section 28: Portions of NW/ 4, NW' /4SW1/4, SW/4NE1/4
<br />Section 29: Portions of SE'
<br />Section 32: Portions of NW' /4NE'/4, WY2E' /2
<br />T5N, R87W

<br />Section 8: NW1/4, SW1/4, W'/2NE' /4, and W'2SE1/4

<br />All located west of the 6th Principal Meridian; totaling 2,318.3 acres of which 171.6 acres are requested in this
<br />Phase I (SL-4) bond release. The USGS 7.5 Minute Quadrangle maps for Dunckley and Mt. Harris contain the
<br />described affected area.
<br />A self -bond in the amount of $2,611,566 is currently in place of which $841,598 is being requested for release.
<br />Pursuant to Rule 3.03.1, a permittee may request Phase I Bond release upon successful completion of
<br />backfilling, regrading and drainage control in accordance with the approved reclamation plan. Those portions
<br />of the mine for which Phase I bond release is requested consist of primarily permanent roads, permanent
<br />ponds, previously unreleased areas, and structures that have been removed and/or demolished from 1997
<br />through 2011. The approved reclamation plan can be reviewed in its entirety in the Seneca Yoast Mine Permit
<br />Application Package located in the Hayden Public Library, Hayden, Colorado.
<br />A copy of the SL-4 bond release application is available for public inspection at the Hayden Public Library,
<br />201 E. Jefferson Avenue, Hayden, Colorado 81639. Written comments or objections or requests for public
<br />hearing or informal conference concerning this application may be submitted to, and additional information
<br />obtained from, the Colorado Division of Reclamation, Mining and Safety, 1313 Sherman Street, Room 215,
<br />Denver, Colorado 80203 -2273, (303) 866 -3567. Comments must be received within 30 days of the last
<br />publication of this notice or within 30 days of the onsite inspection, whichever is later.
