C) <br />RPM, Inc. <br />Regulatory Permits Management, Inc. 9050 Old Tom Morris Cir., Highlands Ranch CO 80129 <br />Phone: 303 -854 -7499 <br />Email: hlhumphries2!a'comcast.net <br />Once drill is complete, the drill pads will be reclaimed according to the commitments in <br />Section 3.1.5, 3.1.9, 3.1.10 and Attachment I, Weed Control Program of the NOI. <br />➢ Full disclosure of "Notice of Intent" when "exploration" becomes mining <br />— Gold Hill Minerals, Inc. followed and will continue to follow the public notices <br />procedures as required by the Mined Land Reclamation Board Rules and Regulations. <br />Gold Hill Minerals, Inc. will work with the community to ensure there is information <br />sharing as the Project moves forward. <br />➢ Full disclosure of water resources to be utilized, plans for accessing that <br />water, and plans for Augmentation of those uses — Gold Hill Minerals, Inc. will follow <br />all notice requirements of the Office of the State Engineer and the Division of Water <br />Resources as the perfection of the water rights held by Gold Hill Minerals, Inc moves <br />forward. <br />The James Creek Watershed Initiative, Attn: Colleen Williams, Director: <br />➢ The second phase could have a direct impact on the James Creek Source <br />Water Protection Area within a half -mile upstream from the town's domestic water <br />intake on James Creek — The two phases will be managed in a similar manner. <br />Comparing the proposed locations of the drill pads against the distance to the nearest <br />perennial water course indicates the exploration drilling will be at least .4 miles from the <br />nearest (Little James Creek) water body. Due to intervening topography, any <br />uncontrolled runoff from the proposed drill pads in phase two will flow toward Little <br />James Creek. It appears the direction of runoff is identical for both phases. <br />However, no uncontrolled runoff will be allowed from the exploration drill pads. <br />Runoff will be controlled according to the commitments made in our Plan Of Operations <br />submitted to the USFS and our NOI submitted to the DRMS. <br />➢ Concerned about Gold Hill Minerals, Inc. commitment to protect and <br />improve area water quality — Gold Hill Minerals, Inc agrees that the existing levels of <br />water quality should be maintained. The proposed surface exploration operations are <br />designed to ensure existing water quality standards and goals are met. <br />➢ Amount of bond — As required by the Mined Land Reclamation Act and <br />the implementing regulations of the Mined Land Reclamation Board, Gold Hill <br />Minerals, Inc will post a reclamation bond adequate to reclaim the surface exploration <br />drill pads and core holes. In addition, Gold Hill Mineral, Inc will complete site <br />reclamation as committed to in the NOI submitted to the DRMS for approval. A <br />reclamation bond may only be released by the DRMS when an applicant demonstrates to <br />19 <br />
