C)
RPM, Inc.
Regulatory Permits Management, Inc. 9050 Old Tom Morris Cir., Highlands Ranch CO 80129
Phone: 303-854-7499
Email: hlhumphries2ra_comcast.net
Minerals, Inc will post a reclamation bond adequate to reclaim the surface exploration
drill pads and core holes. In addition, Gold Hill Mineral, Inc will complete site
reclamation as committed to in the NOI submitted to the DRMS for approval. A
reclamation bond may only be released by the DRMS when an applicant demonstrates to
the DRMS it has met the terms and conditions of its approved DRMS permit and the
Mined Land Reclamation Board Rules and Regulations relating to site reclamation.
• Mark Williams:
➢ Full bonding for mining and milling operations — This is not proposed as a
mining and milling operation but as prospecting operation. As a prospecting operation,
Gold Hill Minerals, Inc. is required by the Mined Land Reclamation Act and the
implementing regulations of the Mined Land Reclamation Board, to post a reclamation
bond adequate to reclaim the surface exploration drill pads and core holes. In addition,
Gold Hill Mineral, Inc will complete site reclamation as committed to in the NOI
submitted to the DRMS for approval. A reclamation bond may only be released by the
DRMS when an applicant demonstrates to the DRMS it has met the terms and
conditions of its approved DRMS permit and the Mined Land Reclamation Board Rules
and Regulations relating to site reclamation.
➢ Full discharge permit compliance to the maximum extent of the law —
Gold Hill Minerals, Inc will comply with all laws, regulations, and permit commitments.
The proposed surface exploration operation is proposed as a non - discharging facility.
As such, and given the fact the total affected area is proposed to be less than one acre, no
water quality permits are required.
➢ A publicly available Stormwater Management Plan — A Stormwater
Management Plan is not required by regulation for an operation of less than one acre.
The proposed surface exploration operation is proposed to affect only .65 acres.
However, Gold Hill Minerals, Inc has committed in the NOI submitted to the DRMS to
implement storm water management practices. This commitment is found in the NOI at
Section 3.1.3(2) which states in part, "As part of our POO submitted to the USFS, we
have committed to follow the measures as described in the `U.S. Forest Service
Handbook, Rocky Mountain Region (Region 2) Denver, Colorado — FSH 2509.25
Watershed Conservation Practices Handbook, Chapter 10 — Management Measures &
Design Criteria" for storm water runoff and erosion control.' These measures will
control off -site water quality impacts during surface exploration drilling operations.
18
