insulation. The addition will add approximately 2,886 square feet to the existing bathhouse with approximate <br />dimensions of 31 x 98 feet. The design and structure of the addition match the existing building. <br />The topsoil stockpile originally designated for reclamation of the parking lot and building area (Stockpile SF -3, as <br />shown on Map 29) will be used to cover the new portion of the bathhouse during reclamation as specified on page <br />2.05 -101. <br />Main Parking Area <br />Parking for the administrative staff and miners is located east of the bathhouses. The parking area was originally <br />surfaced with tar -sand material, but this material has been overlaid with asphalt, and drainage will be conveyed via the <br />existing system. In order to accommodate parking requirement for mine employees and visitors, the layout of the <br />parking area has been modified as shown on Map 24. As shown on the map, parking islands have been constructed <br />to establish parking corridors and walkways in the parking area. The parking islands have curbs made of railroad <br />track and concrete light pedestals. Connections from the light pedestals extend to elevated outlet boxes which <br />provide cold - weather plug -ins in the parking area. <br />Three additional parking islands were permitted and constructed in 1995, as shown on Map 24. The new parking <br />islands are consistent in design with the existing islands. There are two parking islands per line of cars. Each <br />island is equipped with 8 electrical receptacles hung on a one -rail structure supported by an oblong railroad rail <br />base. Bonding calculations addressing the new parking islands are presented in Appendix A. Drainage around the <br />parking area was modified as per the details provided on Map 24. The ditch between the current parking area and <br />access road was filled and runoff will be directed into Ditches D4 and G4. The guard shack was converted into a <br />storage building and it is located on the west end of the mobile equipment parking/material storage yard. <br />In 2005, the unpaved eastern portion of the existing parking lot (approximately 130 x 180 feet) and the mine ready -line <br />parking area west of the operations center, were leveled and regraded, with excavated material being used to fill -in and <br />bring low areas up to a consistent grade. Road base material was subsequently brought in and compacted over the <br />regraded parking areas to establish a suitable base for paving operations. These areas were then paved with <br />approximately 3-4 inches of asphalt paving material. The existing perimeter surface drainage systems were maintained <br />or reestablished during grading, base preparation, and paving operations. <br />Pave Parking Area and Heflpad G%IR07 -2201 - In 2007, in order to accommodate an increase in the number of <br />employees working during each shift under a 12 -hour shift schedule, TCC proposes to regrade and pave the <br />remaining portion of the East Employee Parking Area and truck staging area, and, in conjunction with <br />grading/paving activities, to establish an Emergency Helipad. The Helipad will be established as part of our overall <br />emergency planning and preparedness program to facilitate rapid evacuation and transport of a sick or injured <br />employee(s) to a suitable medical facility for emergency care. The proposed paved area is an existing graveled <br />parking area used for overflow parking and staging/tarping of coal haul- trucks. With installation and <br />commissioning of the Truck Loadout and West Haulroad (TR's 06 -53 and 06-55) truck traffic transitioned away <br />from the Mine Entrance/Haulroad. Paving this area would help eliminate muddy conditions during wet weather <br />and in the winter -time, and consequent dusty conditions when the mud dries and is pulverized by traffic. Paving <br />will require minor grading work and over - excavation of existing drainage features (drainage ditches to be retained <br />as paved swales); base preparation, consisting of grading and placement of additional road base; followed by <br />placement and compaction of approximately 4 (parking area) to 6 (Helipad) inches of asphalt over an area of <br />approximately 52,200 square feet. Prior to asphalt placement, approximately 220 feet of electrical conduit will be <br />placed and stubbed -off to facilitate future installation of site lighting. On completion of paving operations, parking <br />places and the helicopter landing zone will be marked with high - visibility reflective paint. <br />MRl 1 -256 2.05 -17.3 08/26/11 <br />
