January 2000 Monthly Report <br /> Page 4 <br /> The 12 period moving average of index values dropped to +0.68 from +0.79. This value <br /> is above the +0.577 benchmark value in the Consent Decree requiring a meeting to <br /> discuss monitoring results at the discretion of CDPHE. Although January's monitoring <br /> results are slightly above the reference data set, the 12 period moving average dropped <br /> because January 2000 results are lower than January 1999 results. The underlying reason <br /> for the average being high is the May 6, 1999 sample result which contributes a N(i) <br /> value of+4.26 to the average which will influence the running average until it is no <br /> longer a factor.
