February 2000 Monthly Report <br /> Page 4 <br /> The 12 period moving average of index values dropped to +0.66 from+0.68. This value <br /> is above the+0.577 benchmark value in the Consent Decree requiring a meeting to <br /> discuss monitoring results at the discretion of CDPHE. Although February's monitoring <br /> results are above the reference data set, the 12 period moving average dropped because <br /> February 2000 results are lower than February 1999 results. The underlying reason for <br /> the average being high is the May 6, 1999 sample result which contributes a N(i) value of <br /> +4.26 to the average which will influence the running average until it is no longer a <br /> factor.
