May 24, 2012 C- 1981 - 010 /Trapper Mine SLB <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The Oak ponds both held water below discharge level. The channel between the two ponds was eroded, <br />downcutting, and in need of maintenance. The channel below the second pond was stable and vegetated. The Oak <br />drainage channel between the active pit and the ponds was in need of maintenance and stabilization; downcutting <br />was as deep as 8' through the stretch of the channel through the reclaimed area (northern section), and 1 -3' along <br />the lower, flatter portion of the channel between the lower roadway and the first pond. This channel will need to <br />be stabilized as soon as possible to prevent erosion of the reclaimed areas and possible loss of topsoil resources. <br />Possible options discussed on site with the operator included rock check dams and or rip rap lining. Section <br />4.8.1.3 of the approved permit application includes a discussion of erosion control practices and materials that may <br />be applied to stabilize postmining drainage channels, and states that Division approval will be obtained prior to use <br />or installation of drop structures, rip rap lining, or impervious channel liners. This section of the permit should be <br />consulted to ensure that proposed maintenance and /or reconstruction of the channel is consistent with the approved <br />permit application and the Rules. If rip rap or check dams are proposed, a technical revision to the permit <br />application will be required. <br />REVEGETATION Rule 4.15 ❑ ❑ Vegetative Cover; Timing: <br />Areas seeded last fall were walked (Horse Gulch fill upper lift, F pit reclamation); a few grasses were <br />observed, but also quite a few annuals (penny cress, kochia, Russian thistle). <br />TOPSOIL Rule 4.06❑ []Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.064: <br />Topsoil was being hauled from stockpile F -95 -1 to regraded areas of the F pit. The topsoil stockpile was <br />"orphaned" by reclamation activities, necessitating redisturbance of previously reclaimed and released areas. The <br />operator indicated that the annual reclamation report maps would reflect this change. The scraper corridor will <br />need to be removed from any areas depicted as previously reclaimed /bond released areas, and the area identified as <br />disturbed with no bond release. <br />Number of Partial Inspection this Fiscal Year: I I <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 6 <br />
