May 21, 2012 C- 1981- 008/Nei�- Horizon Mine MLT <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• Pond 007, which receives inflow from the Krill Drainage and San Miguel Draw, appeared to <br />have reached the level at which discharge to Calamity Draw would occur (Photos 1 and 2). <br />• Locations of the 26" and 12" buried HDPE irrigation lines installed by WFC for the West <br />Lateral Ditch are shown on Photo 2. <br />• Photo 3 shows the locations of Ponds 009 and 012, together with the collection ditches that <br />capture runoff from the disturbed area and direct it to the ponds. <br />• Ponds 011, 013 and 015 are identified in Photo 5. Only Pond 013 held water; the other two <br />were completely dry. <br />• Water that accumulates in the pit, visible in Photo 4, is pumped to the elevated water tank to <br />be available for use in dust suppression activities. Overflow from the tank flows to Pond <br />013, which then discharges to Tuttle Draw. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3) / 4.03.2(3); Drainage 4.03.1(4) / 4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6) / 4.03.2(5) and (6); Reclamation 4.03.1(7) / 4.03.2(7): <br />Roads are identified in the various photos. County Road 2700 within the permit area and the <br />portion of BB Road running east from 2700 Road are being included in WFC's SL -13 bond <br />release application. <br />The Northeast Perimeter Haul Road, which connects the mine's support facilities with the <br />active pit area, is identified on Photo 1. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />• Irrigation was in progress on reclaimed fields located east of 2700 Road, where Irrigated <br />Pasture is the approved post- mining land use (Photos 1 and 2). <br />SPECIAL CATEGORIES OF MINING — Rules 4.22 through 4.27: <br />Rule 4.25 - Prime Farmland <br />• Topsoil and subsoil salvage from the Morgan property has reached the final limit, as shown <br />on Photo 4. <br />• Stockpiles of Lift A Topsoil, Lift B Subsoil, Mixed Topsoil, and Bench 1 (OBI) are <br />identified on Photo 3. <br />Since 2008, soil has been salvaged in two lifts from the Morgan property, as required by the <br />permit. <br />Number of Partial Inspection this Fiscal Year: 10 <br />Number of Complete Inspections this Fiscal Year: 4 Page 3 of 9 <br />
