Photographs were taken by Harry Ranney on Monday, May <br />21, 2012. The photos were reviewed and annotated by Marcia Talvitie. <br />All operations appear to be in compliance with the Regulations and with the permit. <br />Photographs were taken from the north, looking south across the permit area. In the photos, the <br />permit boundary is identified with a solid red line. Property lines within the permit area are <br />shown in purple. <br />GENERAL MINE PLAN COMPLANCE: <br />• Mining activities are presently divided between the Morgan property and property owned by <br />Western Fuels (WFC), as shown in Photo 4. The final cut of coal to be removed from the <br />Morgan property will be 99B (per Map 2.05.4 -1 -2 of the permit). <br />• Bench I "free -dig" overburden was being removed from the Morgan property by the mine's <br />shovel and a front -end loader. Mine haul trucks (Photo 4) appear to have been transporting <br />the Bench 1 material from the shovel to the "OB 1" stockpile located east of the pit (Photo 3). <br />• The drill rig was situated near the southern end of the exposed Bench 2 overburden, on the <br />Morgan property (Photo 4). <br />• On the Morgan and WFC properties, Bench 2 overburden (dark grey in color) appears to <br />have been placed in the bottom levels of the pit backfill, and covered with a layer of the tan - <br />colored Bench 1 surface spoil, in compliance with the requirements of the permit. No <br />evidence of red dirt having been pushed off into the bottom of the pit was observed. <br />• In the northern pit, a front end loader was loading coal into over - the -road haul trucks, for <br />delivery to Tri- State's Nucla Generating Station (Photo 4). <br />Number of Partial Inspection this Fiscal Year: 10 <br />Number of Complete Inspections this Fiscal Year: 4 Page 2 of 9 <br />
