Chapter V
1 B - Management Area - Management emphasis
provides for downhill or cross-country skiing on
existing sites and maintains selected inventoried
sites for future skiing recreation opportunities.
See Chap. VI, Postmining Land Use, for further discussion.
Mid-Continent previously studied the area as a developed, lift-served alpine ski area,
with some cross-country skiing proposed for the area between #5 portal and the
preparation plant.
The lift-served ski development would utilize the present central
complex/preparation plant area extensively as a base for lifts, parking, etc., and
would utilize #4 mine portal as a lift terminus.
Since submittal of the last permit application, further investigaton has been done of
snowcat-served skiing for Coal Basin, and we have proceeded with development of
the Redstone Cross-country Ski Touring Center adjacent to the road extending
between the permit area and State Highway 133.
These latter recreational outlets do not require the substantial capital outlays of
lift-served downhill skiing. Some thought has been given to a simultaneous
development of snowcat-served and cross country skiing during the mining life.
However, we have not proceeded with such a development.
Mid-Continent considers that a winter recreational use of the Coal Basin for
snowcat-served downhill skiing and for cross-country skiing is compatible with the
grazing and wildlife uses of the non-winter months, and does not constitute an
alternative use. Rather, the winter recreational use is an additional, supplemental
use of the area in accordance with the land use management plan for the White
River National Forest.
B. GENERAL PLAN
Mid-Continent's reclamation procedures have been adopted to establish on all
affected lands a diverse, effective and permanent vegetative cover of the same
seasonal variety native to the area of disturbed land or species that support the
approved post-mine land use.
When an area is to be disturbed Mid-Continent follows a basic reclamation plan
which is outlined below:
All vegetation is cleared and site drainage structures
are installed.
2
