COAL BASIN MINE PERMIT APPLICATION <br /> MID-CONTINENT RESOURCES, INC. <br /> CARBONDALE, COLORADO <br /> CHAPTER V <br /> RECLAMATION PLAN, <br /> A. INTRODUCTION <br /> Mid-Continent Resources, Inc. has engaged in underground coal mining operations <br /> in Coal Basin since 1956. Construction of the facilities began in 1953. Most of the <br /> major mine facilities, such as mine portals, haul roads, utility corridors and coal <br /> preparation plant facilities were constructed and had been in use many years before <br /> passage of the Surface Mining Reclamation and Control Act of 1977. <br /> In the pre-law construction of the facilities topsoil was not salvaged, portal spoil was <br /> downsloped, refuse material was deposited at an angle of repose approaching 1:1, <br /> and haul roads were located and constructed using standard engineering <br /> techniques practiced at the time. <br /> Since passage of the Surface Mining Control and Reclamation Act, the Colorado <br /> Surface Coal Mine Reclamation Act, the Federal Water Pollution Control Act, the <br /> Safe Drinking Water Act and the Clean Air Act, Mid-Continent has made a strong <br /> effort to comply with federal/state regulatory requirements. <br /> In 1977, Mid-Continent applied for and received Permit No. 77-419 from the <br /> Colorado Mined Land Reclamation Board. This permit was later superseded by <br /> Permit No. C-81-017. <br /> The following text will discuss past, present and future reclamation procedures, with <br /> particular emphasis on the future reclamation plans for all disturbed areas. <br /> Post-mining land use of the Coal Basin includes continuation of the pre-mining and <br /> current uses as grazing land and wildlife habitat, with present areas of surface <br /> disturbance utilized for those puposes. <br /> In addition, the Land and Resource Management Plan of the White River National <br /> Forest has designated the area for management as follows: <br /> 1 <br />
