Definitions <br />BLATTNERI►J <br />ENERGY i <br />The Federal Noxious Weed Act enacted in 1974 defines a noxious weed as "any living stage, such as <br />seeds and reproductive parts, of any parasitic or other plant of a kind, which is of foreign origin, is new <br />to or not widely prevalent in the United States, and can directly or indirectly injure crops, other useful <br />plants, livestock, or poultry or other interests of agriculture, including irrigation, or navigation, or the <br />fish or wildlife resources of the United States or the public health" (7 U.S.C. 2801 et seq.). <br />The National Invasive Species Council (NISC) was established in 1999 (Executive Order 13112). This <br />Executive Order defines invasive species as "...an alien (non- native) species whose introduction does, or <br />is likely to cause, economic or environmental harm or harm to human health. "Noxious weeds and <br />invasive plants, in this Plan include any species included on the U.S. Department of Agriculture <br />(USDA)Noxious Weeds List(USDA, 2006) for the State of Colorado unless otherwise noted. These species <br />will be referred to as weeds. The State specific list is attached to this document for reference. After <br />speaking with the local NRCS Office, the species we need to be actively watching for are: Knapweeds, <br />Canada Thistle, Musk Thistle, Leafy Sponge, and Bindweed. These types of noxious weeds are among the <br />most prevalent species found in the area. <br />Preventative Measures <br />General measures to prevent the spread of weeds include but are not limited to: <br />• Limiting disturbance areas during construction to the minimum required to perform work <br />• Limiting ingress and egress to defined locations <br />• Maintaining vehicle cleanliness and closely monitoring the types of materials brought onto the site <br />to minimize the potential for weed introduction <br />• Reestablishing native vegetation as quickly as practicable on disturbed sites as the most effective <br />long -term strategy to avoid weed invasions <br />• Monitoring and rapid implementation of control measures to ensure early detection and eradication <br />for weed invasions <br />• Any mulch or imported topsoil used will be free of weeds or weed seeds. <br />
