Angela Aldred, P.E.
May 21, 2012
DEPLETIONS
Page 2
Well permit no. 54064 -F (ID 1406561) was obtained to expose water in this pit. Fremont
Paving will continue to mine the site with an allowance to disturb up to 50 acres. The exposed
ground water areas consist of 5 acres of pond area, 0.3 acre of dewatering trenches, 0.1 acre of
collection area, and 0.1 acre of return trench. The total of 5.5 acres of exposed ground water will
result in 19.42 acre -feet of evaporative loss (see attached Table 1). A total of 15.33 acre -feet of
water is expected to be consumed by mining operations, consisting of 14.72 acre -feet of water lost in
500,000 tons of aggregate and 0.61 acre -feet used for dust suppression (see attached Table 2).
Total operations with evaporation will result in 34.75 acre -feet of consumptive use. Projected uses
and consumption during the 2012 plan year are as shown in the attached Tables 1, 2, and 3.
Glover Analysis data provided in the cover letter of the submittal include the following:
• A distance to the river of 2,400 feet
• A distance of impermeable boundary of 5,000 ft (approximate distance to the
Excelsior Ditch)
• Transmissivity of 100,000 gpd /ft
• Storage coefficient of 0.2
Your stream depletion analysis is also attached (see attached Table 3) providing a monthly
distribution of the steam depletion. You have calculated total stream depletions to be 30.24 acre -
feet for the April 1, 2012 through March 31, 2013 plan year. Post -2012 plan year depletions are
projected to be 8.71 acre -feet.
REPLACEMENT
During April 2012 through March 2013, leased fully consumable replacement credits from the
Arkansas Groundwater Users Association (AGUA), available pursuant to a 2 -year lease, will be
provided to cover mining depletions. The credits will be generated through the delivery of fully
consumable water available to AGUA from the Board of Water Works of Pueblo, from the City of
Aurora, or from the Pueblo West Metropolitan District, to AGUA's Excelsior Recharge Ponds located
immediately west of Chico Creek. The lease provides that AGUA will deliver up to 30.3 acre -feet to
the Arkansas River by means of recharge ponds on the Excelsior Ditch. According to the request, a
copy of the lease will be submitted under separate cover. Attached Table 4 shows the proposed
accounting forms and the monthly replacement schedule for the 2012 plan year.
POST PLAN DEPLETIONS
Projected post plan depletions are shown at the bottom of attached Table 5. Projected post -
2012 plan year depletions are 8.70 acre -feet. AGUA has acreed to provide 8.7 acre -feet of fully
consumable recharge credits from the Excelsior Ponds during the period of April 2013 through March
2014 if needed.
The State and Division Engineers have reviewed the plan and the adequacy of each source
of water provided for use as augmentation water, including, where necessary, the historical
consumptive use of each water right, and return flows from diversion of waters imported into the
Arkansas River Basin or other fully consumable waters proposed for use as augmentation water.
