April 2012 Page 4 -1 <br />4.0 DISCHARGE PREVENTION —SPCC PROVISIONS FOR ONSHORE FACILITIES <br />4.1 Onshore Facility Requirements [40 CFR 112.8(a)] <br />The general requirements listed in 40 CFR 112.7 are addressed in Section 3 of this Plan; more <br />specific requirements listed in 40 CFR 112.8 are addressed in this section. <br />4.2 Facility Drainage [40 CFR 112.8(b)] <br />A portion of the secondary containment structures are not equipped with a valve to permit <br />draining of the impoundment structures. Precipitation that accumulates will be allowed to <br />evaporate or be removed with a vacuum truck once it has been verified that the water is free from <br />contamination. Removed water will then be properly disposed of according to all local and <br />federal regulations. After particularly large precipitation events, all secondary containment <br />structures shall be inspected. If the situation warrants, and water must be removed from the <br />secondary containment area using a pump, a record of the event shall be made in accordance <br />with the form in Appendix D. <br />Also, as mentioned in Section 3.4, the drainage ditch around perimeter of the facilities and the <br />007 detention pond provide site -wide containment (Figure A -5). <br />4.3 Bulk Storage Containers [40 CFR 112.8(c)] <br />4.3.1 Tank Construction [40 CFR 112.8(c)(1)] <br />All tanks present at the NECC Facility are single -wall, shop- fabricated vessels. The design and <br />construction of all bulk storage tanks are compatible with the type of product they contain under <br />the given temperature and pressure conditions present at the NECC facility. <br />4.3.2 Secondary Containment [40 CFR 112.8(c)(2)] <br />All bulk storage tanks with the exception of the waste oil tanks have a secondary means of <br />containment that is sufficiently constructed to contain discharged oil and large enough for the <br />capacity of the largest tank with additional freeboard capacity (Appendix F). Refer to Section <br />6.0 for required containment improvement. <br />4.3.3 Draining Storm Water from Containment Areas and Sumps [40 CFR 112.8(c)(3)] <br />Storm water drainage and discharge is discussed in Section 4.2 of this Plan. <br />4.3.4 Underground Storage Tanks [40 CFR 112.8(c)(4)J <br />All storage tanks at the NECC Facility are aboveground. <br />4.3.5 Partially Buried Storage Tanks [40 CFR 112.8(c)(5)] <br />Since all bulk storage tanks are ASTs at the NECC facility, this section does not apply. <br />SPCC Plan <br />MR 115 Page 27 -19 Rev.
