April 2012 Page 3 -4 <br />Each AST is equipped with signs that indicate what the contents of each respective tank are and <br />warnings of the presence of a flammable liquid. In addition, NECC has a blanket no smoking <br />policy for the entire facility. <br />Several of the secondary containments at the facility are equipped with valves to drain the <br />secondary containment structure. These drain valves for the containment areas are to be locked <br />to prevent accidental opening. The keys to the locks for the drains valves shall be kept secure in <br />the possession of the Environmental Compliance Officer or designee. <br />3.8 Transfer Point Unloading Requirements [40 CFR I I2.7(h)(1)] <br />All suppliers of bulk petroleum products must meet the minimum requirements and regulations <br />for tank truck unloading as established by the United States Department of Transportation <br />(DOT). In an ongoing effort, NECC will ensure that all suppliers understand the site layout, <br />know the protocols for entering the site and unloading product, and have the necessary spill <br />equipment on board to respond to a spill from the vehicle or fuel delivery hose before they enter <br />the property. <br />3.8.1 Observation of Deliveries and Unloading Procedures [40 CFR 112.7(h)(2) &(3)] <br />The Warehouse Manager or designee shall supervise deliveries for all new suppliers and will <br />periodically observe deliveries for existing, approved suppliers. Delivery will normally include <br />observations such as: <br />• Vehicle inspection prior to delivery and departure <br />• Proper PPE for the given material <br />• Inquiry to ensure the truck contains the right product for the tank <br />• Assurance that the tank can hold what the supplier intends to deliver <br />• Adequate spill response equipment on board the vehicle <br />3.8.2 Vehicle and Equipment Filling <br />Vehicle fueling operations will be performed by facility personnel trained in the specific <br />operation. Facility personnel will monitor the fueling area for safe and proper operation, <br />and will take immediate action to correct any deficiencies. Operating instructions are <br />posted at all fueling depots and in general, the following guidelines will apply: <br />• Check that the vehicle is properly secured before making connections, <br />• Inspect the storage and delivery system, hoses, connections, and the receiving <br />vessel before beginning operations, <br />• Personally monitor the transfer operation from beginning to end, <br />• Check that the vehicle has been disconnected before departure, and <br />• Secure the storage and delivery system after use. <br />SPCC Plan <br />MR 115 Page 27 -17 Rev.
