April 2012 Page 3 -1 <br />3.0 DISCHARGE PREVENTION — GENERAL SPCC PROVISIONS <br />3.1 Facility Layout [40 CFR 112.7(a)(3)] <br />The general location of the NECC facility is shown in Figure A -1 in Appendix A. A more <br />specific layout of the storage tanks is shown in Figures A -2 through A -4 with the approximate <br />direction of surface water runoff shown and the drainage ditches shown in Figure A -5. <br />3.2 Spill Reporting [40 CFR 112.7(a)(4)] <br />Appendix H contains the "Discharge Notification Form" that is to be completed immediately <br />upon the finding of a discharge and prior to reporting a discharge to the listed contacts. The <br />appropriate contacts, given the characteristics of the discharge, are listed. If the severity of the <br />discharge warrants further reporting, an "Agency Notification Standard Report Form" is included <br />in Appendix J. <br />3.3 Potential Discharge Volumes and Direction of Flow [40 CFR 112.7(b)] <br />Table 3 -1 shows the maximum potential discharge volumes and the approximate direction of <br />flow. <br />Table 3 -1. All of the <br />permanent (concrete and metal) AST secondary containment structures present at the NECC <br />facility are impervious to oil. Further, since all ASTs have an appropriately sized secondary <br />containment (see Appendix F for calculations and Section 6 for recommendations), no equivalent <br />containment systems under 40 CFR 112.7(d) are utilized on the property.
