April 2012 Page 2 -3 <br />2.2 Potential Spill Sources and SPCC Features <br />2.2.1 Distance to Navigable Waters and Adjoining Shorelines and Flow Paths <br />The NECC Facilities are located on a valley floor, on fairly level terrain. Drainage from the site <br />generally flows to the Middle Fork of the Puragtoire River (Appendix A) which ultimately drains <br />into Trinidad Lake. Personnel at the facility must be made aware that spills leaving the site can <br />impact the immediate area as well as water resources further downstream. Much of the facilities <br />ground surface is gravel and most of the facilities storm water flows via ditches to Detention <br />Pond 007 (Figure A -5). <br />2.2.2 Discharge History <br />To date, the most recent spill near the NECC facility was in November of 1994,1 when <br />approximately 350 gallons of hydrochloric acid was spilled. According to the prior SPCC <br />(February 1995), the spill was quickly contained within the proximity of Detention Pond 006, <br />with no release of the chemical into the Purgatoire River or other waterway. <br />1 Basin Resources, Inc.
