The New Elk Coal Company will <br />annually produce approximately 3 million tons of coal from its New Elk underground coal <br />mining operations. NECC processes the mined coal on site and ships the processed coal via <br />trucks temporarily until the rail line to the property is rehabilitated. The NECC Facility is <br />located in a rural area of southeastern Colorado near Weston. Weston, Colorado, is <br />approximately 24 miles west of Trinidad, Colorado. Geographically, the NECC facilities <br />straddle Highway 12. <br />NECC stores and uses petroleum products in the form of diesel, gasoline, and oil for the <br />equipment present on the mine site. These petroleum products are stored in ASTs and are filled <br />by independent contractors as needed. <br />The NECC Facility is comprised of approximately 160 acres of land. Improvements include a <br />coal preparation plant, numerous warehouses where supplies for the operation are stored, <br />maintenance facilities and offices. The NECC Facility will be operating 24 hours per day, 7 days <br />per week. NECC has personnel present in the yard facility during all shifts of the day. <br />A site location map is shown in Figure A -1 (Appendix A) of the NECC Facilities and a Facility <br />Diagram (Figure A -2 and A -4) shows the specific location of each of the storage tanks and spill <br />control structures specific to each bulk storage container. <br />2.1.2 Oil Storage Overview <br />Bulk oil storage at the NECC Facility consists of nine ASTs as well as 13 oil - filled transformers <br />of various sizes (Figure A -3). In addition, the facility also stores a variety of 55- gallon oil <br />drums and 5- gallon buckets and containers inside the Oil House and Shop Facilities. <br />SPCC Plan <br />MR 115 Page 27 -11 Rev.
