` STATE OF COLORADO
Roy Romer, Governor
187E `wVNt-n ( /tea
DEPARTMENT OF NATURAL RESOURCES 1lL
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Director
May 13, 1987
Mr. Doug Bowman
Environmental Coordinator
Mid-Continent Resources, Inc.
Box 158
Carbondale, Colorado 81623
Re: TR-08; Sutey Expansion, File No. C-81-017
Dear Mr. Bowman:
I have completed my review of TR-08 for adequacy. Specific deficiencies are
noted below and in the enclosed memo from Jeff Deckler.
Map 2 of 2 does not show the location of the intake for the new sediment pond
as shown on Map 1 of 2.
Are cutoff collars to be utilized for the new sediment pond and, if so, what
will be the spacing?
I was interested to note the snow runoff index used in the USLE. Could you
supply a reference for this index.
From Map 2 of 2 it appears that only areas I, II, IV and V would flow to the
new sediment pond and the west collection ditch. All other areas appear to
flow to the east ditch and to the two existing ponds. Please clarify why the
new pond was designed to hold all the runoff. The capacity of the existing
ponds will need to be evaluated if part of the new acreage, as shown on Map 2
of 2, drain to these ponds. The east collection ditch will also need to be
evaluated for adequacy of size if increased acreage is to drain to it.
For the Phase I, 1987 Pond calculations, Map 1 of 2 should have the drainage
areas labeled. The disturbed acreage given as 9.2 acres does not agree with
Division estimates of greater than 12 acres. The acreages need to be
verified. As noted previously, if the pile configuration of Map 2 of 2 is
followed, some areas of Phase I, 1987 appear to drain to the existing sediment
ponds. Therefore, the adequacy of these ponds would need to be evaluated.
If you have any ouestions, please contact me.
Sincerely,
Candace M.
