Phase 1 Bond Release Area
The area covered by this application was reclaimed in 2005 to 2009. Backfilling and
grading occurred concurrently with mining as described in the approved permit
language:
"Mining at New Horizon #2 is a standard strip pit operation. Initial topsoil is stripped
and salvaged for reclamation, upper overburden is removed by mobile equipment,
lower overburden is drilled and blasted, and then overburden is removed from above
the coal seam and placed behind the pit into the void of the previous mining area."
The topography of the bond release application area can be seen on Map R -1. Also, the
approved post -mine topography from the permit can also be seen for comparison
purposes. Map R -2 shows cross sections of the pre -mine, proposed post mine, and as-
built post mine topography.
No drainages were affected by the mining and reclamation of the Phase 1 bond release
area. The reclaimed area will continue to drain Ponds 009, 011, 012, and 013.
Phase 3 Bond Release Area
Phase 1 bond release was approved for this area (portion of BB Road and all of 2700
Road) in 2008 as part of SL -11. The attached letter from Montrose County certifies
their final acceptance of the construction of 2700 Road and BB Road.
8
