Reclamation Plan
Exhibit "D"
6.3.4 Reclamation Plan:
(1) The purpose of the Reclamation Plan is to describe the timing, procedures, criteria
and materials that will be used to reclaim the affected land to the proposed future land use.
This Plan must be correlated to Exhibit E - Map. The description of the Reclamation Plan
must be adequate to satisfy the requirements of Section 3.1 and demonstrate compliance
with Rule 3. At a minimum, the Application shall include the following information:
(a) Specify at what point in the mining plan and to what depth(s)
overburden will be replaced in relation to ongoing extraction:
This is a borrow operation. No overburden shall be removed or replaced. A small area of the
disturbed area will be filled. Please see Section 3.1.5(2).
(b) Specify the maximum gradient of the reclaimed slopes (horizontal:
vertical). If the Application proposes slopes steeper than 3:1, the
Operator /Applicant must include a justification that supports steeper slopes
for the proposed post mining land use, and demonstrates compliance with the
applicable performance standards of Section 3.1:
All reclaimed slopes will generally be 3H:1V or less. Near the central portion, near the area of
the cliffs, a small area of the reclaimed slopes will be 2H:1 V or less. A final slope steeper than
3H:1V at this location should not present a significant erosional problem since the runoff area
above the slope is limited. The total area of reference is small, measuring approximately 150 ft
across the slope and about 50 ft down slope. In addition, extra slope protection may be installed,
given the small area, to control erosion and promote vegetation establishment.
(c) Specify the measures that will be taken to revegetate the site, if
applicable, including:
(i) State the thickness of the plant growth medium to be replaced.
Sample and analyze available soils sufficiently to establish
quantity and quality:
Plant growth medium will be replaced to a depth of 4 to 8 inches. Given the quality of the
available topsoil, no soil analyses are proposed. Approximately 11,261 bcy of plant growth
medium will be stockpiled for site reclamation.
(ii) State at what point in the mining plan the site will be seeded.
Explain how the seedbed will be prepared to eliminate
compacted conditions. State the type, application rate, and soil
incorporation methods of fertilizer application, if any:
Topsoil replacement will be done when ground conditions are appropriate and soon after
regrading is complete. Seedbed preparation will also be done when ground conditions are
29
