preparation of the surface before extraction of borrow material will consist of stripping
the vegetation and topsoil and placing topsoil in a stockpile for use later during
reclamation. Front -end loaders, scrapers, excavators or other suitable equipment will be
used in order to remove topsoil and borrow material as quickly as possible followed by
site reclamation. The short duration of the borrow operation and timely site reclamation
will minimize impacts to the hydrologic balance.
A Stormwater Management Plan will be implemented to protect the hydrologic balance.
Ground water will not be intercepted or otherwise impacted.
The reclaimed surface will be returned to rangeland with slopes reclaimed to generally
3H:1V or less. A small section of the reclaimed area in the central portion of the borrow
area will have a slope of 2H:1 V. Once borrow removal and any needed backfill and
regrading is complete, the affected area will be topsoiled, seeded and mulched. These
measures will ensure a stable reclaimed configuration and will minimize disturbance to
the hydrologic balance.
(m) Specify if the deposit will be processed on -site. If the deposit will be
processed, then describe the nature of the process, facilities and chemicals
used. The process area and any structures must be described on Exhibit E —
Map:
The only process which may occur on site would be a screen/grate to remove over sized
rock from the borrow material. It would be a portable device, moved around the borrow
area as needed.
(n) Identification of the primary and secondary commodities mined and
intended uses:
The primary product (commodities) excavated from this mine site will be borrow
material. No secondary commodities will be produced.
(o) Identification of the expected incidental products mined and intended
uses:
The only incidental product would be rip rap from screening in order to remove over
sized rock from the borrow material. It will either be used at the CDOT Project
construction site, borrow site or placed on the borrow site against the toe of a final slope
for future use by the landowner.
22
