Gob <br />was being hauled to Gob pile 2, spread for drying on gob pile 2 and 4 and compacted on gob pile 2. The coal <br />stockpiles on the D bench and the stockpile pad were moderate in size. There were no signs of fugitive dust on <br />site or off. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The culvert that drains the rock pile at the pond diversion structure (turn 8) needs to have the moss and <br />soil removed (photo 1). The sediment bales at the east storage area were replaced. Ponds B, C, D and F had <br />water, were not discharging and appeared to be functioning properly. Ponds B, C and F are scheduled to be <br />cleaned this spring /summer. <br />Ditch D -1 was re- directed to Pond F as shown on Map No. 21-3. Two -24 inch culverts were installed in ditch D- <br />F4 to allow dump trucks to move coverfill soil to the Gob Pile 2 eastern coverfill stockpile (photo 2). Bill Bear <br />said these culverts will be in place for the next couple of weeks until the transport of the coverfill is finished. The <br />ditch will then be re- constructed to design specification as outlined in permit Volume IX figure 2 and Appendix B, <br />page App -B 15. <br />The top section of Ditch D -F 15 has been rock -lined and the construction was continuing downhill as outlined in <br />Volume IX, Figures 2 and 3. It was unclear at the time of this inspection if the correct rock size was being used to <br />line the ditch (photo 3). The design specifications require a D50 of 12 inches with a minimum of 4 inches and a <br />maximum of 15 inches (Volume IX, Appendix B, page App -1326). The rock in the channel appears much larger <br />and may exceed the design specifications.
