I was not accompanied by an operator <br />representative during the inspection. Weather conditions were sunny and cool. Ground conditions were dry. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Sedimentation Ponds 6, 10, and 11 were inspected. All of these ponds were dry. Embankments, inlets and <br />discharge structures were all stable and no problems were noted at any of these sediment ponds. <br />The North Portals area and the CRDA waste disposal sites were inspected. Drainage and diversion ditches were <br />stable and dry with no significant erosion or other problems noted. The CRDA waste disposal sites were stable, <br />diversions and perimeter ditches appeared functional. No problems were noted at any of these mine site locations <br />during this inspection. <br />The alignment of Coal Creek in the vicinity of Ponds 6 and 10 was viewed. Coal Creek was mostly dry at the time <br />of the inspection with only a very small amount of water in the lower reaches. The Coal Canyon drainage was <br />realigned some time ago as part of the design for CRDA -2. The approved reclamation plan called for changing the <br />alignment back to its original configuration during the reclamation of Ponds 6 and 10. The US Corp of Engineers <br />recently recommended that that Coal Canyon drainage remain in its current configuration. The drainage is stable <br />in its current position and according to Corp of Engineers personnel realignment for the sake of routing the <br />drainage back to its original contours would not be a justifiable reason for issuing a Corp Permit.
