PCB Disposal
Carbondale/Drum soil (1) 275.00
(for landfill)
Mine site/capacitors 1855.00
Total: S15,739.50
Assumes 1 trip
Westinghouse Electric
Westinghouse Electric's bid seems to be based on landfill of the transformers at the same site, in
Nevada, as Aptus, and seems to offer essentially the same Westinghouse guarantees as far as
liabilities.
Date of bid Area/Items Price Quoted
12/21/92 Mine site/Garb./Transformers $43800
Capacitors 52.50/ lb.
(assumes less in an 780
days in storage)
Assumes single tnp and pick-up at nine sire.
In subsequent discussions with Westinghouse Electric, I asked them to include in the bid some additional
items for disposal, and also inquired about having a staged program in which items at Carbondale and
the lower elevations of the mine were removed at one time, and those transformers at higher elevations
at another. This resulted in the letter of ill9/93.
Date of bid Area/Items Price Quoted
1/19/93 Mine site/Cart./Transformers 558,308
'Note: 7 transformer adoed to the 4st(drained
transformer)was subsecuenhy tested anc no
PC6 resioue found, so this can prooacly oe
suDstracted from this quote.
US-PCI
US PCI had given 2 quote (although not a formal bid) which was substantially higher and contemplated
that we would drain the oil from the transformers into barrels for shipping and disposal. This would have
entailea purchase of barrels (estimated at 54-5,000 additional) and seemed risky as far as handling of
the waste. I told the saleman he was a high bidder, and that we had concerns about other aspects of the
original proposal. He has since returner with a bid which is based on having the having US PCI
personnel drain the transformers at Carbondale and the mine site, then transporting the transformer
carcases to the US PCI landfill in Utah.
Date of bid Area/items Price Quoted
4/14/93 Carb./Mine site/ 23,214
transformers/(drained/for landfill)
Carb./Mine site/Oil 5,903
(Chemical destruction)
Carb./Mine Site 165
Drums soil/debris (1)
On-site services 5,177.50
Transportation 7,364
Total Project Price 541,823.50
The correspondence from these respective companies is attached for review.
2
