Diane Delaney <br /> RE: PCBs <br /> April 17, 1993 <br /> As part of the mine closure and clean-up, PCB wastes will have to be removed from both the Carbondale <br /> Industrial Park and the Coal Basin mine site. These include tranformers, capacitors, and some drummed <br /> soil and debris. Federal law has specific requirements for disposal of PCB wastes which are, in essence, <br /> that they go to EPA approved disposal sites or that they be incinerated. Incineration is considerably <br /> more expensive. There are, as well, specific requirements for storage of transformers and PCB items <br /> which have been removed from service, including the requirement that they must be removed from the <br /> property within nine (9) months. <br /> Bids have been received from Westinghouse Electric, Aptus (a Westinghouse subsidiary), and US PCI, a <br /> subsidiary of Union Pacific for removal and disposal of these items. <br /> All the bids contemplate that Mid-Continent would have all tranformers and other items in a single <br /> staging area, ready for loading, and that our equipment/personnel would be utilized in loading <br /> transformers, etc. This would occur at the two sites, namely the Caroondale Industrial Park, and the <br /> preparation plant yard area of the mine. US PCI and Westinghouse Electric would remove oil from the <br /> transformers on site, then load the transformers for transport and take them to their approved landfills; <br /> Aptus would load the transformers with oil still contained, transport them to Kansas for decommissioning, <br /> then transport the "carc2s" of the transformers to an approved landfill site. <br /> Some of the transformers are presently situated at the mine portal areas. Roads to the portals were not <br /> maintained this winter. As a result, they will not be accessible until June or July.
