Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director /State Engineer <br />We have reviewed your February 12, 2008, January 7, 2009, July 17, 2009, January 12, <br />2011, December 21, 2011, and February 29, 2012 submittals, requesting renewal of the above <br />referenced substitute water supply plan on behalf of Transit Mix Concrete Co (Transit Mix). The <br />last substitute water supply plan (SWSP) approval for this operation expired on January 31, 2008. <br />Since then, multiple renewal requests were made of which none were approved or denied by this <br />office. During that time, Transit Mix has been operating under the proposed plans as if they had <br />been approved. The required fee of $1,028 (4 X $257 /plan) for the past and present SWSP's has <br />been received under receipt numbers 3626012, 3636333, 3648710, & 3653549. <br />The gravel operation is located east of Pueblo between Highway 50 and the Arkansas <br />River. The operation consists of several phases as shown in the attached Figure 1 Currently, <br />mining in Phase 1 has been completed and Transit Mix is in the process of reclaiming the area <br />by backfilling the pit. Mining in Phase 2 is planned to finish approximately at the same time <br />mining will begin in Phase 7, estimated to be February 2012. Consumptive use of ground water <br />from the operation includes evaporation from 19.7 acres of settling /discharge ponds and <br />dewatering ditches (16.5 acres in Phase 1, 0.2 acres in Phase 2, and 3 acres in Phase 7), dust <br />control, and water removed with the mining product. <br />Well Permit No. 61509 -F is permitted for evaporation from 12 acres of exposed water <br />and washing of 900,000 tons of material (26.52 acre -feet annually). Pumping for dust control <br />was limited to 17.76 acre -feet annually.
