April 23, 2012 C-1992-081/Hayden Gulch Loadout JLE <br /> <br /> <br /> <br />The Truck Loop Pond 1 was inspected; it was holding water but not discharging. The pond slopes and <br />embankment were stable with vegetative cover and the spillways appeared to be functioning. <br /> <br />The Loadout Rail Loop Pond 2 was inspected; both the inlet and outlet structures were stable. The embankments <br />were stable with vegetative cover. The pond was holding water but was not discharging. <br />ROADS Rule 4.03; Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />All of the haul roads were inspected; they have been graded and maintained. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />All of the loadout facilities except the office trailers on the west side of the permit boundary have been removed. <br />The area has been graded to blend in with the surrounding topography. Topsoil has been spread from material <br />obtained from topsoil piles TS-1 and TS-2. The loadout area and the topsoil pile TS-2 affected area have been <br />broadcast seeded. <br /> <br />REVEGETATION Rule 4.15, Vegetative Cover; Timing: <br />The original loadout facilities area has been graded, topsoiled and seeded. Some grass has begun to germinate <br />along with some annual weeds, however the reclaimed area has very sparse vegetation establishment. Several <br />small rills have begun to form over the loadout facilities area. One larger rill has begun to form on the hill slope <br />from the topsoil stockpile TS-2 area to the loadout facilities area, this rill will need to be repaired and the slope <br />stabilized. <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br />The office trailers, electrical substation and parking lot area was inspected and no problems were noted. <br /> <br />SIGNS AND MARKERS Rule 4.02: <br />The entrance sign on the east side of the Tie Across Haul Road needs to be updated with the correct information <br />for the Hayden Gulch Loadout permit. <br /> <br />TOPSOIL Rule 4.06; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil stockpiles A, C, D, E, F and G along the Tie Across Haul Road was inspected. Each of these piles were <br />stable and well vegetated. A small perimeter berm is in place around each of the piles. <br /> <br />Topsoil stockpile TS-2 has been partially used for reclamation.
