• Geotechnical Engineer — Professional engineer licensed to practice in Colorado with <br />substantial experience in the geotechnical branch of civil engineering; and <br />• Technician — An individual with training in engineering technology, with significant experience <br />in construction oversight and testing of civil and earthwork projects who is trained and <br />licensed to use nuclear density and moisture determination testing. <br />Quality Control <br />The construction contractor will generate daily reports describing work performed, equipment and <br />manpower utilized to perform the work, issues arising during the work and how these issues were <br />addressed. The contractor will be responsible for the following Quality Control activities: <br />• Providing submittals from suppliers or independent entities that demonstrate materials <br />utilized conform to the drawings and specifications; <br />• Assuring that the appropriate equipment is used to efficiently and safely achieve the lines <br />and grades shown on the construction drawings and the standards defined in the <br />specifications; <br />• Performing any necessary surveying at the site to verify dimensions, lines and grades of <br />installed and constructed features are in compliance with the design; and, <br />• Performing any necessary compaction tests or other tests specified for the design. <br />Quality Assurance <br />The Geotechnical Engineer and /or Technician will be onsite full time during the site work activities to <br />assure the work is performed consistent with the Regulatory Authority approved construction <br />drawings. Observations will include, but not be limited to, the following: <br />• Observing cut slope excavations to confirm the slope inclinations are achieved and the <br />materials exposed are as expected; <br />• Performing the necessary laboratory testing to check that construction materials, including fill <br />and backfill materials, conform to appropriate specifications; <br />• Observing the placement of fill material; and <br />• Reviewing the contractor's daily reports and other quality control information to check that <br />work is being performed to the prescribed standards, and that unanticipated issues arising <br />during construction are promptly addressed. <br />Project Closeout <br />The construction contractor will notify the geotechnical engineer within 5 days of substantial <br />completion. The geotechnical engineer will then schedule a final site inspection with the contractor <br />and Regulatory Authority. Work remaining and /or unsatisfactory work product identified by the <br />geotechnical engineer and /or the Regulatory Authority will be discussed with the contractor and <br />memorialized in a memorandum. This memorandum will identify the 'punch list' items that need to be <br />addressed for final completion. <br />At the completion of the work, a construction completion report will be prepared that provides a brief <br />description of the work performed and a certification that the work was performed in accordance with <br />the design and approved field changes during construction. Attachments to the construction <br />completion report will include as -built drawings, a photographic log and the results of field and <br />laboratory tests performed during construction. <br />Page 6 <br />
