At this time the Operator does not intend to import inert structural fill from off -site. If such <br />material is imported, the Operator will comply with the provision of Section 3.1.5(9) of the <br />Mined Land Reclamation Board's regulations. <br />(10) All mined material to be disposed of within the affected area must be <br />handled in such a manner so as to prevent any unauthorized release of <br />pollutants to the surface drainage system: <br />All mined material will be handled in such a manner so as to prevent any unauthorized release of <br />pollutants to the surface drainage system. All stockpiled material will be located and managed so <br />as to avoid any uncontrolled runoff. All storm water runoff from the site will be in accordance <br />with the Operation's Stormwater Management Plan. Puckett Land Co. intends to operate the site <br />in such a manner that storm water will either be prevented from contacting the above listed <br />items; or where it does come into contact with any of the above listed items, it will be <br />appropriately treated prior to leaving the site. The Stormwater Discharge Permit and a <br />Stormwater Management Plan will be prepared and put in place for the operation. Mining and <br />reclamation operations will not begin until all necessary permits and approvals are in place. <br />(11) No unauthorized release of pollutants to ground water shall occur from any <br />materials mined, handled or disposed of within the permit area: <br />No ground water pollutants shall be released from the site. Puckett Land Co. will implement a <br />Spill Prevention, Containment and Countermeasures (SPCC) Plan to handle spilled fuel within <br />the permit boundary. At the present time, Puckett Land Co. does not intend to have fuel storage <br />on site. If a determination is made to store fuel on site, a technical revision will be submitted. <br />3.1.6 Water — General Requirements: <br />(1) Hydrology and Water Quality: <br />Disturbances to the prevailing hydrologic balance shall be minimized: <br />Ground water is discussed in Exhibit "G ". As proposed, the mining and reclamation plans will <br />not adversely affect surface or groundwater hydrology or surface and groundwater quality. As <br />discussed, a Spill Prevention, Containment and Countermeasures Plan will be in place in the <br />event of a spill.
