April 19, 2012 C- 1981 - 028 /Keenesburg Strip Mine JLE <br />ROADS — Rule 4.031; Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />The road from the shop facilities to Sediment Pond 2 and the B Pit was observed during the inspection. Also, the <br />access road from the shop facilities to the topsand piles A -1 and B -1 were observed. The roads were graded and <br />maintained and the roadside ditches were in good shape. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Pit B was inspected. According to Mr. Kipp, three loads of ash were delivered and dumped in the pit today. It <br />was clear spoil had been placed on the recently backfilled ash in accordance with the approved plan. <br />On the southern side of Pit B, the Operator has recently placed a strip of overburden about 6 feet deep on top of <br />the 2nd bench of ash. Photos of this are at the end of this report. The Operator has 6 foot tall metal poles placed <br />in a line on top of the 2nd bench of ash. CEC uses these poles as a guide to assure the overburden is placed to the <br />required six foot depth. <br />A small excavation area was noted in the long term spoil pile where the Operator is taking material to be used in <br />Pit B. <br />REVEGETATION — Rule 4.15; Vegetative Cover; Timing: <br />Area 25 was walked. The western portion of this parcel has sparse vegetation established in comparison to the <br />east side. This area has been treated with a pre- emergent herbicide for Cheatgrass and only very small patches of <br />were observed. <br />Areas 31, 30 and 29 were walked. These areas were vegetated and stable. According to Mr. Kipp, Area 29 was <br />also sprayed with the pre- emergent herbicide for Cheatgrass. Only small patches of Cheatgrass were observed in <br />Area 29. <br />SUPPORT FACILITIES - Rule 4.04: <br />The mine shop and yard were observed and no problems were noted. <br />SIGNS AND MARKERS — Rule 4.02: <br />The entrance sign was in good shape and included the necessary information. The permit boundary appears to be <br />delineated by a barbed wire fence. <br />TOPSOIL — Rule 4.06; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.063; <br />Redistribution 4.06.4: <br />Topsand pile A -3, A -1 and B -1 was stable and vegetated. <br />Number of Partial Inspection this Fiscal Year: 6 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 5 <br />
