1990 ANNUAL RECLAMATION REPORT <br /> Existing Disturbance <br /> A temporary cessation plan for Nucla Mine was submitted to the Division on December 14, <br /> 1989 and approved on April 5, 1990. No additional disturbance occurred during this report <br /> period. <br /> Backfilling and Grading <br /> No backfilling or final grading activities were completed during this report period. <br /> Soil and Spoil Monitoring Data <br /> Peabody Coal Company is required by Permit C-81-008 to monitor replaced soil and final <br /> graded spoil at Nucla Mine and submit the information to the Division by April 15 of each <br /> year. Monitoring programs include verifying soil replacement depths, determining final <br /> graded spoil quality, determining soil fertility, and completing an annual soil balance. <br /> Peabody is submitting this information with the Annual Reclamation Report as recommended <br /> by Section 2.04.13(2) of Colorado's Regulations for Coal Mining. The following soil and <br /> spoil quality information is presented for the 1990 field season. <br /> Spoil Quality. Peabody did not complete any final grading or sampling of spoil during <br /> 1990. Final grading and spoil sampling of the Pit 2 reclamation area was completed during <br /> 1989. <br /> Extremely acid spoil was identified at two sample sites in the Pit 2 reclamation area as <br /> described in the Annual Topsoil Balance and Spoil Quality Report for the 1989 field season <br /> (PCC, 1990). The acid spoil area is shown on the enclosed Exhibit 1. <br /> Acid spoil must be covered or neutralized prior to redistributing soil as described in Tab <br /> 21, page 21-5 of the permit. Numerous time producing companies (a cement plant, quarry, <br /> sugar beet factory, and powerplant) were contacted to locate an economical and effective <br /> neutralizing product. A waste-lime product consisting of processed sugar beet pulp and <br /> pulverized limestone, was located at the former sugar beet factory in Delta. According to <br /> Jim Herron, Colorado Mined Land Reclamation Division, this product has a calcium carbonate <br /> content of about 80 to 90 percent (pers.comm.,12-7-89). <br /> 1 <br />
